Policies and protocols are subject to change based on federal, state, local, conference, and NCAA guidelines and regulations
The University of San Diego (USD) Athletic Department is committed to protecting the health, safety, and well-being of all of our scholar-athletes (SAs), coaches, and athletic administrators. Reopening our athletic facilities in a safe manner will allow our SA’s an opportunity to participate in voluntary training and individual skill development under the supervision of USD’s sports medicine staff, athletic performance coaches, and coaching staff members. Returning to athletic activity will provide the opportunity to enhance our SA’s physical well-being, emotional well-being, and mental health. Additionally, it is essential that SA’s participate in strength and conditioning activity in order to be adequately prepared for their eventual return to high level athletic competition.
It is crucial that prior to arriving in San Diego County and on our campus, that SA’s and USD Employees follow ALL of the USD Athletic Department protocols as they pertain to COVID-19 screening and testing procedures. All SA’s MUST follow the mandatory protocol outlined below in order to engage in voluntary athletic activity. All athletic activity is deemed voluntary. SA’s will have the option to opt out of athletic activity at any time.

WINTER/SPRING: RETURN TO CAMPUS
- PRE-ARRIVAL
- All SA’s must present a negative COVID-19 RT-PCR test result to their team’s designated athletic trainer prior to their return to USD’s campus. The COVID-19 RT-PCR test must have been administered within a 5-day window prior to their arrival.
- If a negative COVID-19 RT-PCR test result is not presented prior to SA’s arrival to USD campus it will be mandatory for SA’s to quarantine at their USD residence for 7 days.
- UPON ARRIVAL TO USD
- All SA’s must quarantine for 5 days upon arrival.
- Student-athletes can leave their residence only for individual outdoor workouts, campus dining hall (SLP if they live on campus), or out of medical necessity (pharmacy, or to secure additional testing). All grocery and household shopping must be done in advance of quarantine.
- During this 5-day quarantine SA’s will be tested on day one and on day four.
- Once SA’s have completed their 5-day quarantine with 2 negative test results, they will be cleared to engage in athletic practice activity. This will be a total of 3 negative PCR tests within 10 days.
- VOLUNTARY WORKOUT ACTIVITY – PRIOR TO TEAM REPORT DATE
- A negative USD COVID-19 RT-PCR test result upon arrival to USD will be mandatory in order to gain access to USD athletic facilities for voluntary workouts prior to team’s scheduled report date.
- Official captains practice will NOT be permissible this year.
- Baseball and Softball will have the opportunity to access their outdoor facility during predetermined hours provided by the Sports Medicine and Sports Performance Staff. A USD Staff member (MUST be sports performance or sports medicine staff) must be present at all times during athletic activity. NO more than 8 SA’s at any given time are permitted at the baseball and softball outdoor facilities (including cages).
-
SCREENING, CONTACT TRACING, RETURN TO PLAY AFTER POSITIVE RESULT
- Screening
- Only those SA’s with an approved daily health screen confirmation email will report to the ATR to assess temperature.
- Any SA who has an approved health screen, AND has a temperature less than 100°F, will be given a wristband signifying SA is allowed to enter athletic facilities.
- Contact Tracing (revised December 15, 2020 Pursuant to San Diego County Public Health Order)
- Contact tracing will be administered by the County of San Diego with assistance from the USD Student Health Center and USD Sports Medicine Staff.
- Any SA, that through contract tracing is identified as having had close contact with anyone that tests positive for COVID-19 must quarantine pursuant to San Diego County Public Health Order, for at least 10 days and up to 14 days after the last contact with a COVID-19 positive individual.
- If an SA does not develop symptoms during the 10-day quarantine period, the individual may end quarantine after 10 days but MUST continue to adhere to the following risk mitigation factors from day 11 through day 14; masking and maintaining social distancing of at least 6 feet from all individuals (including during all athletic training and practice activity occurring on days 11-14 of an individual’s last exposure to a COVID-19 positive individual)
- Any SA that is contact traced due to exposure to COVID-19 and required to quarantine will receive a COVID-19 RT-PCR molecular test on day 5 OR day 6, and also on day 9 OR day 10 of an individual’s quarantine. Any SA that develops COVID-19 symptoms while in quarantine will have a COVID-19 RT-PCR test arranged for them as soon as possible.
- Per San Diego County health order, it is not possible to test out of quarantine. Receiving a negative PCR test result subsequent to a positive test result does not result in the original test result being considered a “false positive”, and therefore does not exempt an individual from quarantine.
- SA’s that are in on-campus quarantine housing will not be permitted to leave quarantine housing for testing unless SA’s develop COVID-19 symptoms. These SA’s will be tested on completion of their quarantine.
- Additional County Guidance on Home Quarantine.
- If SA’s are requested to take a University administered COVID-19 test, independent of athletics-related testing (e.g. residential life), it is mandatory that they do so.
- COVID RT-PCR testing will occur through Rady Children's Hospital, San Diego County testing sites or through team physicians.
- RETURN TO PLAY FOR SA'S THAT TEST POSITIVE FOR COVID-19
- SA’s that test positive for COVID-19 will be required to self-isolate according to CDC and San Diego County Guidance. The USD Student Health Center will be contacted immediately.
- As noted above, per San Diego County health order, it is not possible to test out of quarantine.
- All symptomatic SA’s must be 10 days from the onset of COVID-19 symptoms or being diagnosed as COVID-19 positive AND 24 hours without fever, AND COVID-19 symptoms have significantly improved prior to ending isolation. If a SA has had COVID-19 symptoms and has not been tested, they are presumed COVID-19 positive and will be managed as if they have COVID-19.
- All asymptomatic SA’s must be 10 days from their first positive COVID-19 test, and have had no onset symptoms during that time in order to end isolation.
- Return to play decisions will be overseen by Primary Care Sports Medicine Physicians, and/or the team cardiologist. An SA who has tested positive for COVID-19 and is asymptomatic and/or has experienced mild symptoms (consisting of common cold like symptoms with no fever) must be seen for clearance by the Primary Care Sports Medicine physicians. An SA who has tested positive for COVID-19 AND is symptomatic (moderate to severe symptoms including but not limited to fever, flu-like illness, chest symptoms, or hospitalization) will at minimum be seen for clearance by Primary Care sports medicine physicians. The Primary Care physician will then make the determination on whether the individual needs to be referred to a cardiologist for cardiac clearance prior to being cleared to engage in athletic activity. This will consist of at minimum an EKG and Echocardiogram.
- Any SA that has tested positive for COVID-19 will not be retested for up to 3 months unless they develop symptoms again, per CDC Guidance
- RETURN TO PLAY AFTER MULTIPLE SA'S TEST POSITIVE FOR COVID-19
- On rosters with more than 20 SA's: Pursuant to The California Department of Public Health’s Guidance for Institutions of Higher Education, if more than 10% of SA’s on any given team roster test positive for COVID-19 within a 14-day period, all team practice activity will be temporarily shut down until further notice. For team rosters with less than 20 total SA’s, if more than 5 SA’s on the team roster test positive for COVID-19 within a 14-day period, all team practice activity will be temporarily shut down until further notice.
- On rosters with less than 20 total SA's: If TWO SA’s on any given team roster test positive for COVID-19 within a 14-day period, all SA’s, on that team’s roster will receive a COVID-19 test and all athletic activity on that team will be suspended until receipt of negative test results. If THREE SA’s on any given team roster test positive within a 14-day period, all athletic activity for that team will be suspended indefinitely pending contact tracing and analysis.

- Tuberlculocidal activity: surface must remain visibly wet for a full 5 minutes at room temperature. Wipe surface using a towel, or allow for air dry.
- Bleach
- Check the label to see if your bleach is intended for disinfection and has a sodium hypochlorite concentration of 5%–6%. Ensure the product is not past its expiration date. Some bleaches, such as those designed for safe use on colored clothing or for whitening, may not be suitable for disinfectant. Never mix bleach with ammonia, or any other cleaner.
- To make a bleach solution mix: 5 tablespoons (1/3rd cup) bleach per gallon of room temperature water or 4 teaspoons of bleach per quart of room temperature water. Leave bleach solution on surface for at least one minute. Bleach solutions will be effective for disinfection for up to 24 hours.
- Whizzer
- Instructions for use include the following: Mix 1 oz. of Whizzer® with each gallon of water. For heavy-duty use, mix 4 oz. of Whizzer® with each gallon of water. In order to kill Adeno Virus Type 5 and Type 7. Use heavy duty dilution. Prepare a fresh solution daily or more often if the solution becomes visibly dirty or diluted.

- SANITATION INFORMATION
- Electronics
- It is recommended to get wipeable covers for all workstation electronics. Full time staff can disinfect their own workstations by following manufacturer’s instructions for disinfecting. If no instructions are provided, it is recommended that Employee’s utilize wipes and sprays with at least 70% alcohol.
- Laundry
- Disposable gloves should be worn at all times while handling laundry, and hands should be washed immediately after touching laundry. Laundry should be washed at the warmest appropriate temperature

- If there is no access to soap and hot water, alcohol based sanitizers with at least 60% alcohol can be used
- SANITATION AFTER SYMPTOMS
- All areas used by the person presenting symptoms should be immediately closed off. All operations do not need to be closed down if it is possible to close off only the affected areas. It is necessary to wait 24 hours before you cleaning or disinfecting of affected area. If 24 hours is not feasible, waiting as long as possible prior to disinfecting surfaces is ideal. All areas used by infected persons need to be properly disinfected, which include but are not limited to, offices, bathrooms, common areas, shared electronic equipment such as tablets, touch screens, keyboards, and remote controls.
- Vacuuming the affected space may also be necessary. If available, a vacuum with a high-efficiency particulate air (HEPA) filter is ideal. Consider temporarily turning off room fans and the central HVAC system that services the room or space, so that particles that escape from the vacuuming will not circulate through the facility.
- Once an area has been appropriately disinfected it can be opened for use, and workers without close contact with the person who is sick can return to work immediately. If more than 7 days have passed since the person who is sick visited or used the facility, additional cleaning and disinfection is not necessary.
